The same logic applies in PO also. If you allow to create PO only when the stock is zero, there can be shortage of material in the plant since there will be lead time for the material. Also, it cant be generalized. Suppose you dont have stock at 10 AM today and the system allowed to create PO. You received the material with respect to another PO by 11 AM. In this case, your exact purpose of restricting the PO creation may not fulfill.
If you are still going for development, you may check the BAdI: ME_PROCESS_PO_CUST or similar. If you are directly checking the current stock, you may check MBEW table. Else, you may check the open PO's as well as the dependent requirements. For this, you may use the FM: MD_STOCK_REQUIREMENTS_LIST_API to calculate the open quantity and / or dependant requirements. Issue the message accordingly.
